The Ink Bottle tool is very similar to the Paint Bucket tool, but it only affects the lines/strokes of shapes/objects, and not the interior fill of those shapes themselves. By clicking either on the line or the fill--it doesn't matter--the stroke outlining the shape will change to the color, width, and style selected in your stroke properties. If you click on a shape that doesn't have a stroked outline, then an outline will fill in around it with the selected properties.
